Ada mimarisine, do\u011fal ve k\u00fclt\u00fcrel ya\u015fam\u0131na, sahil bantlar\u0131ndaki \u00f6ng\u00f6r\u00fcn\u00fcme tamamen ayk\u0131r\u0131 olarak 1990&#8217;l\u0131 y\u0131llarda in\u015fa edilen ve y\u0131l\u0131n b\u00fcy\u00fck bir b\u00f6l\u00fcm\u00fcnde sefer yoklu\u011fu nedeniyle kullan\u0131lmayan \u0130DO iskelelerini yasal \u00e7er\u00e7eve i\u00e7ine almak i\u00e7in haz\u0131rlanan plan de\u011fi\u015fiklikleri tek tek ask\u0131ya \u00e7\u0131k\u0131yor.<\/p>\n<p>Bu geli\u015fme kar\u015f\u0131s\u0131nda Adalar Savunmas\u0131, \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131 taraf\u0131ndan 03.05.2016 tarihinde onaylanarak 11.05.20016 tarihinde ask\u0131ya \u00e7\u0131kar\u0131lan Heybeliada \u0130DO \u0130skelesi i\u00e7in g\u00fcndeme getirilen plan de\u011fi\u015fikli\u011fine itiraz etti. Heybeliada \u201cDeniz Otob\u00fcs\u00fc \u0130skelesi\u201d ama\u00e7l\u0131 1\/5000 \u00f6l\u00e7ekli Naz\u0131m \u0130mar Plan\u0131 ve 1\/1000 \u00f6l\u00e7ekli Uygulama \u0130mar Plan\u0131 de\u011fi\u015fikli\u011fi kapsam\u0131nda \u0130BB ve \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131 taraf\u0131ndan g\u00fcndeme getirilen de\u011fi\u015fiklik,\u00a0uzun s\u00fcredir\u00a0yasad\u0131\u015f\u0131\u00a0konumdaki iskeleyi sahil b\u00f6lgesinde kal\u0131c\u0131la\u015ft\u0131rmay\u0131 hedefliyor.<\/p>\n<p>Y\u0131lda sadece 3 ay aktif olarak kullan\u0131lan, adan\u0131n sahil, kar\u015f\u0131lama ve \u00f6ng\u00f6r\u00fcn\u00fcm b\u00f6lgelerinde \u00e7evresel ve g\u00f6rsel kirlili\u011fe neden olan \u0130DO iskelesi ayn\u0131 zamanda adadaki iskele enflasyonunun da en \u00e7arp\u0131c\u0131 \u00f6rneklerinden biri olarak tan\u0131n\u0131yor. Ge\u00e7mi\u015f y\u0131llarda ada halk\u0131n\u0131n denize girmek, bal\u0131k tutmak, e\u011flenmek ve denizden faydalanmak amac\u0131yla yayg\u0131n olarak kulland\u0131\u011f\u0131 iskele b\u00f6lgesi, son 20 y\u0131lda yap\u0131lan dolgu, d\u00fczenleme ve ka\u00e7ak iskele yap\u0131lar\u0131yla\u00a0ada halk\u0131n\u0131n denizle ili\u015fkisini koparan d\u00fczenlemeler\u00a0ya\u015fad\u0131.\u00a0Ada halk\u0131n\u0131n neredeyse tamam\u0131n\u0131n kar\u015f\u0131 oldu\u011fu ve y\u0131k\u0131lmas\u0131n\u0131\u00a0talep etti\u011fi \u0130DO iskelesi s\u00f6zkonusu yeni d\u00fczenlemeyle birlikte kal\u0131c\u0131la\u015f\u0131yor.<\/p>\n<p>Benzer\u00a0plan de\u011fi\u015fiklikleri Burgazada, K\u0131nal\u0131da ve B\u00fcy\u00fckada i\u00e7in de ge\u00e7ti\u011fimiz g\u00fcnlerde ask\u0131ya \u00e7\u0131kt\u0131.\u00a0Adalar Savunmas\u0131&#8217;n\u0131n Heybeliada \u0130DO iskelesi i\u00e7in haz\u0131rlayarak \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131 \u0130stanbul \u0130l\u00a0M\u00fcd\u00fcrl\u00fc\u011f\u00fc&#8217;ne verdi\u011fi itiraz dilek\u00e7esi \u015fu \u015fekilde:<\/p>\n<p>&nbsp;<\/p>\n<p>08.06.2016<\/p>\n<p>&nbsp;<\/p>\n<p><strong>\u0130STANBUL VAL\u0130L\u0130\u011e\u0130<\/strong><\/p>\n<p><strong>\u00c7evre ve \u015eehircilik \u0130l M\u00fcd\u00fcrl\u00fc\u011f\u00fc,<\/strong><\/p>\n<p><strong>Konu: <\/strong>\u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131 taraf\u0131ndan 03.05.2016 tarihinde onaylanarak 11.05.20016 tarihinde ask\u0131ya \u00e7\u0131kar\u0131lan \u0130stanbul \u0130li, Adalar \u0130l\u00e7esi, Heybeliada \u201cDeniz Otob\u00fcs\u00fc \u0130skelesi\u201d ama\u00e7l\u0131 1\/5000 \u00f6l\u00e7ekli Naz\u0131m \u0130mar Plan\u0131 ve 1\/1000 \u00f6l\u00e7ekli Uygulama \u0130mar Plan\u0131 de\u011fi\u015fikli\u011fine itiraz.<\/p>\n<p><strong>\u0130lgi: <\/strong>\u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131\u2019n\u0131n N\u0130P-18261 ve U\u0130P-1820,1 plan i\u015flem numaral\u0131 11.05.2016-09.06.2016 ask\u0131 tarihli Heybeliada \u201cDeniz Otob\u00fcs\u00fc \u0130skelesi\u201d ama\u00e7l\u0131 1\/5000 \u00f6l\u00e7ekli Naz\u0131m \u0130mar Plan\u0131 ve 1\/1000 \u00f6l\u00e7ekli Uygulama \u0130mar Plan\u0131 De\u011fi\u015fikli\u011fi.<\/p>\n<p>&nbsp;<\/p>\n<p>\u0130stanbul ve Marmara Denizi\u2019nin ekolojik, k\u00fclt\u00fcrel ve tarihi ya\u015fam\u0131 i\u00e7in vazge\u00e7ilmez \u00f6nemi olan, bu nitelikleri K\u00fclt\u00fcr ve Turizm Bakanl\u0131\u011f\u0131 Ta\u015f\u0131nmaz K\u00fclt\u00fcr ve Tabiat Varl\u0131klar\u0131 Y\u00fcksek Kurulu\u2019nun 31.03.1984 tarih ve 234 say\u0131l\u0131 karar\u0131 ile sit alan\u0131 b\u00fct\u00fcn\u00fc olarak ilan edilerek onaylanan Adalar \u0130l\u00e7esi son y\u0131llarda kontrols\u00fcz bir yap\u0131la\u015fma, d\u00fczensiz bir planlama ve da\u011f\u0131n\u0131k bir kurumlararas\u0131 y\u00f6netim s\u00fcreci ya\u015famaktad\u0131r. Bu nedenle Adalar\u2019\u0131n sahip oldu\u011fu ekolojik, k\u00fclt\u00fcrel ve tarihi nitelikler erozyona u\u011framakta, \u00e7e\u015fitli kurumlar taraf\u0131ndan yap\u0131lan de\u011fi\u015fik planlar ve uygulamalar\u0131 Adalar\u2019daki do\u011fal ve k\u00fclt\u00fcrel\u00a0ya\u015fam\u0131 tahrip etmektedir.<\/p>\n<p>Bu uygulamalar sonucunda Adalar halk\u0131 sahip oldu\u011fu do\u011fal, k\u00fclt\u00fcrel ve tarihi de\u011ferleri korumak i\u00e7in \u00f6zen g\u00f6stermekte, Adalar\u0131n her t\u00fcr tahribata kar\u015f\u0131 savunulmas\u0131 ve Adalar \u00fczerinde ya\u015fayan halka sorulmadan g\u00fcndeme getirilen plan ve uygulamalar kar\u015f\u0131s\u0131nda Adalar\u2019\u0131n korunmas\u0131 i\u00e7in b\u00fcy\u00fck bir hassasiyet ta\u015f\u0131maktad\u0131r. Heybeliada da son y\u0131llarda en b\u00fcy\u00fck tahribata u\u011frayan, orman, plaj ve sahil b\u00f6lgeleri tehdit ve y\u0131k\u0131m alt\u0131nda olan adalar\u0131m\u0131zdan biridir.<\/p>\n<p><strong><em>\u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131\u2019n\u0131n <\/em><\/strong>Adalar \u0130l\u00e7esi Heybeliada Deniz Otob\u00fcs\u00fc \u0130skelesi\u2019ne dair 1\/1000 \u00f6l\u00e7ekli Uygulama \u0130mar Plan\u0131 de\u011fi\u015fikli\u011fi teklifi bu g\u00f6r\u00fc\u015fler \u0131\u015f\u0131\u011f\u0131nda incelenmi\u015f ve a\u015fa\u011f\u0131daki hususlarda itirazlar g\u00fcndeme getirilmi\u015ftir.<\/p>\n<p>\u0130T\u0130RAZ GEREK\u00c7ELER\u0130<\/p>\n<ol>\n<li>Adalar \u0130l\u00e7esi Heybeliada mahallesi \u00f6n g\u00f6r\u00fcn\u00fcm b\u00f6lgesi s\u0131n\u0131rlar\u0131 i\u00e7inde halihaz\u0131rda aktif olarak kullan\u0131lan \u015eehir Hatlar\u0131 \u0130\u015fletmeleri, \u0130DO, Mavi Marmara, Prenstur, Kum \u0130skelesi, Y\u00fck \u0130skelesi ve Deniz Lisesi iskeleleri olmak \u00fczere 7 adet iskele bulunmaktad\u0131r. Bunlar\u0131n d\u0131\u015f\u0131nda adan\u0131n \u00e7e\u015fitli b\u00f6lgelerinde askeri ve sivil ama\u00e7larla kullan\u0131lan, irili ufakl\u0131 5 iskele daha bulunmaktad\u0131r. Bu iskeleler ve kullan\u0131m bi\u00e7imleri Heybeliada deniz trafi\u011fini bir kaosa, iskele enflasyonuna ve karma\u015faya s\u00fcr\u00fcklemektedir. Bu \u00e7apta bir iskele yo\u011funlu\u011fu ve da\u011f\u0131n\u0131kl\u0131\u011f\u0131 adan\u0131n deniz trafi\u011fini oldu\u011fu kadar k\u0131y\u0131 ekosistemin, deniz alt\u0131 flora\u00a0ve faunas\u0131n\u0131\u00a0ve deniz ya\u015fam\u0131n\u0131 da olumsuz y\u00f6nde etkilemektedir.<\/li>\n<\/ol>\n<ol start=\"2\">\n<li>1990\u2019l\u0131 y\u0131llara kadar ada halk\u0131n\u0131n denize girmek ve denizden yararlanmak i\u00e7in aktif kulland\u0131\u011f\u0131 sahil band\u0131nda 1990\u2019l\u0131 y\u0131llardan itibaren g\u00fcndeme gelen iskele yo\u011fun uygulama g\u00fcn\u00fcm\u00fczde ada halk\u0131n\u0131n sahil b\u00f6lgesinde denizle olan b\u00fct\u00fcn ili\u015fkisi koparm\u0131\u015ft\u0131r. Bug\u00fcn kentsel sit alan\u0131 ve k\u0131y\u0131 kullan\u0131m alan\u0131 olan \u00f6ng\u00f6r\u00fcn\u00fcm sahil b\u00f6lgesi ada ya\u015fant\u0131s\u0131na, geleneklerine ve k\u00fclt\u00fcr\u00fcne t\u00fcm\u00fcyle uzak bir yolcu ve malzeme indirme &#8211;\u00a0ta\u015f\u0131ma b\u00f6lgesi haline getirilmi\u015ftir.<\/li>\n<\/ol>\n<ol start=\"3\">\n<li>1994-1995 y\u0131llar\u0131nda herhangi bir ruhsat\u0131 olmadan \u0130BB taraf\u0131ndan verilen izinle Heybeliada \u00f6ng\u00f6r\u00fcn\u00fcm b\u00f6lgesine in\u015fa edilen \u0130DO iskele ve hizmet binalar\u0131, adadaki mevcut iskele yo\u011funlu\u011funu artt\u0131rm\u0131\u015ft\u0131r. Y\u0131lda 3 ay kullan\u0131lmas\u0131na ra\u011fmen sahil b\u00f6lgesinin \u00e7ok b\u00fcy\u00fck bir b\u00f6l\u00fcm\u00fcn\u00fc kaplayan, \u00f6ng\u00f6r\u00fcn\u00fcm\u00fc b\u00fcy\u00fck \u00f6l\u00e7\u00fcde bozan ve deniz kullan\u0131m\u0131n\u0131 olumsuz etkileyen \u0130DO iskele ve hizmet binalar\u0131 ada halk\u0131n\u0131n yo\u011fun \u015fikayet ve endi\u015fe kaynaklar\u0131ndan biri durumundad\u0131r.<\/li>\n<\/ol>\n<ol start=\"4\">\n<li>Do\u011fal, tarihi ve arkeolojik sit alan\u0131 olarak koruma alt\u0131ndaki Heybeliada\u2019daki mevcut iskele yap\u0131lar\u0131 adan\u0131n do\u011fal, tarihi ve k\u00fclt\u00fcrel yap\u0131s\u0131yla uyumsuz, da\u011f\u0131n\u0131k ve sit alan\u0131 niteliklerini bozucu niteliktedir.
